Quick question, here. I'm on a street that's overloaded with parked cars, and it seems that there are a couple of regular problems. While I appreciate that people are having trouble finding spaces, there are always cars parked in yellow zones, often in the crosswalks, sometimes even past the crosswalks and into the intersections. These cars never get tickets. I also have problems with people parking so I can't get out of my driveway. Tonight I had to turn around in the back (not normally possible, but the other car was in the shop, so there was room) and I still had to pull forward and back into the driveway several times to get out onto the street. We called the police, and they wouldn't even try to contact the owner to get him to move. Isn't there some sort of distance from the curb cut to the bumper of the car that's supposed to be enforced? I mean, just because the guy's bumper is only 6 inches past the curb cut and sticking into my driveway, I shouldn't be bothering the police, eh? I once had to call about a half a dozen times when a car was parked with its front hubcap in the curb cut, and they wouldn't do anything until I raised hell. The first officer to come by suggested I could easily get out of my driveway by driving across the sidewalk and over the curb. So can someone tell me the real legal poop on this so I can substantiate the reason for my complaint next time?

Call the Fire Chief. You will get answers. Call Vincent Pirone, $75,000-part-time attorney who knows everything about Bloomfield's legal code.

Why do citizens have to always call to get any enforcement action (if they're lucky enough to get any response)? Why don't the different enforcement officials (health, building, code, police, fire) do the jobs that they are being paid to do? Just Curious

Because without instruction &/or direction from the powers that be, they'd be accused of harassing anyone who doesn't want to hear the errors of his/her ways.

Yeah! Look at the "poor" employees who were stealing town time, shopping and at home. When they were followed for evidence to build a case against them, some people thought the employees were being harassed. As a taxpayer, I thought THEY were harassing ME (or at least my wallet).

When I read the first post, it hit home. We've had trouble maneuvering in and out of our driveway due to all the "illegally" parked cars. It is a hazard esp. in the winter and there have been some accidents as a result. We cannot see around all the "illegally" parked cars at the top of the street and have had some close calls. It's true the police do not ticket or seem to care...as they consider this "petty". Yet it is a real nightmare for those of us who respect our neighbors and the law. We do not want to be the ones to call the police...they should do their jobs. How come everyone seems to know how to park their cars appropriately on the days the streets are cleaned OR they'll be ticketed if they don't. Perhaps we need to keep calling Chief McNiff OR the Mayor until they realize this shouldn't be taken lightly...it's the law and it's the job of the police to enforce the law. (We were even told by officers they won't enforce all the laws and be neighborly). Don't give up...keep calling and requesting they enforce the law for the benefit and safety of all. Afterall, we pay good money, too, to live here.

Cars in Bloomfield can only be parked in the same spot for 48 hours. After two days if the car isn't moved you call the PD they come and mark the tires and then come back in two days and ticket the car. If it still isn't moved the car is towed at the owners expense. I have called on abondoned cars in my neighborhood and that is what happened. Also, commercial vehicles cannot be parked overnight in the street at any time. One of my neighbors parked his work van in the street in front of his house and ended up with $160.00 ticket! If this is not the problem you are having and its just plain old inconsiderate neighbors, I agree with the above poster that said to keep on calling the police until they come. If that doesn't work, why not try your council person? It appears that they all like to get noticed and if it works in your favor, go for it. Good luck!

Broad Street and Bloomfield Avenue in Bloomfield Center have 2 hour parking limits, but these laws are not being enforced. A few store owners and office workers park all day there and are not ticketed. Does this give you a clue as to why parking is a problem in the Center????????

Wow! Parking problems being classified as "a real nightmare". What a bunch of softies. The level of whining on these threads is laughable. Wait till you get cancer or some other major disruption to your life. How ever will you cope? Maybe you should go count your blessings if parking is the biggest "nightmare" in your life.

I think all of the wards have a "community policing" squad which can handle complaints like this. No, it isn't petty if your visibility is blocked. I would see if you can talk to the community policing guy...They are responsive to quality of life issues such as this. If you live in the Brookdale area I think the guys name is Anthony Matarazzo.

Excuse me...but FYI, I just had two close friends die of cancer leaving families behind, I've recently had a herniated disc and laid up paralyzed for six weeks, had a gun to my head in a bank hold-up and my life threatened, I could go on and on...but I still say the parking is a pain. I'm not one to usually try to guess who wrote what but my guess would be you're someone in the police dept.

So, parking's not a huge crime -- we're not going to die from it, etc. But does that mean we have to say "oh well" and put up with others' inconsideration? Why have laws if it's OK to ignore them? Why should law-abiding homeowners have to be inconvenienced by jerks who illegally park and block in their driveways, and then be made fun of when they complain?
<A NAME="93752"> <Subject:RE: Parking Laws in Bloomfield> <From:>AM <Date:27-Apr-00 >
I asked the original question, and thanks to everyone who offered help or commisserated. You know, to the person who complained about this being petty, it's a well-known fact that people hold up better in crises than they do to an accumulation of annoyances. It's a lot easier to deal with one big thing than a lot of little ones coming from different sources. I've lost family to cancer, I'm losing another one now, in fact, I've been burned out of my house, I've had financial problems, but they've always been surmountable problems with a foreseeable end. But get me on a day when I've been awakened three times by an oversensitive car alarm, found my trash cans at the end of the block, stepped in dog poop on my own front lawn, caught the neighborhood kids climbing through my flowerbeds (again) and then have to maneuver my way out of my own driveway because someone parked and blocked me in (and someone honks at me because I'm taking too long to pull out onto the street, to boot) and you have a raving maniac. Quality of life issues have a >big< impact.

(Hint: no need to double click on submit message, just a single click will do) Just Curious P.S. Has anyone considered increased enforcement as a source of revenue for the town, now that it's budget time again? Also, do any of you have problems with speeders in your neighborhoods? Just Curious
<A NAME="93775"> <Subject:RE: Parking Laws in Bloomfield> <From:>Lack of Enforcement <Date:27-Apr-00 >
Bloomfield has chosen not to enforce its own laws. I am personally fed up with the way the code is enforced. People are not issued summons or fines but mild warnings. What a joke! I live in the 3rd ward and have seen the number of illegal rentals increase dramatically. Homes in this ward are being sold by a Newark real estate agency to non-families. They tell non-citizens that the best way to buy a house is to get cousins and brothers in the act. Three to four individuals put a deposit on a house (two- three-family dwelling unit)and eventually buy it. They then proceed to subdivide the house into tiny apartments and rent to "illegal immigrants." We see vans at night carrying six to 10 individuals. If we want the law enforced in Bloomfield, we have to call the INS. Just pick up the phone and let INS officials know where these illegals and non-citizens live. They are all over the 3rd ward. Most of the illegal families have four to five children who are being schooled at our expense. They cost the town thousands of dollars in municipal services. We, legal homeowners and citizens, end up footing the bill. Enough is enough!

Dear AM, I wholeheartedly agree with you!!!! These "petty" annoyances that police totally disregard are harder to deal with than some major issue with an "foreseeable" end,as you so well put it. I don't want to criticize the police, they're doing a fine job in other areas but I bet they'd prefer to hear the so-called "whining" of those who are obeying the law than TRUE whining and yelling and shouting by those who habitually break the law and then find themselves with a ticket!

Illegal subdevision of a residence not only costs the town revinue, it is dangerous. Report your concerns to the building department or the fire department at once. The fire department was very helpful to me.

Since everybody knows they can park illegally and do whatever they want w/o getting a ticket or police response, can you imagine if the rest of us do this, too? Guiliano got NYC under control by starting with the so-called small stuff. That's where a community should begin. Otherwise, things will get more and more out of hand. Is that what we want?
<A NAME="94091"> <Subject:RE: Parking Laws in Bloomfield> <From:>? <Date:30-Apr-00 >
Help me out here if you can. Each Wednesday Bloomfield has municipal court and each Wednesday the court is full of people contesting traffic tickets. These are the folks contesting the tickets not the ones who just decided to pay them. They have a day and night session for court, the night session being just for traffic not criminal cases. A handful of the tickets each week are from the NJSP, maybe 5 or 6 of the cases. So can you possibly tell me who is writing the rest of the tickets? Is it like that old story with the shoemaker? Elves come in the dead of night and write the tickets? Are people hallucinating that they received a ticket and are showing up to pay them? I don't get it.

Bloomfield has NEVER enforced parking violations. You just park your car wherever and it's just fine!!! My husband called the police department one night five times - up until 3:00 a.m. - and WAS TOLD no cars are available - all out on calls!!! Now is that a laugh!!! They're in parking lots sleeping, talking to one another, etc. Come on Chief McNiff - wake up!!!!!

The BPD definitely tickets. When my kid graduates BHS next month, they'll have to raise your taxes to offset the loss of the fines he's generated! Talk to any other parent - this is not unique. And to the 3 a.m. call.....stop accusing! Did you SEE the cops goofing and off and sleeping? NOOOOOOOOOOO you didn't! So sorry that answering 911 calls or tending to break-ins and traffic patrol interrupt your harassment of your neighbors! Just because you don't like where people park doesn't mean its illegal or a priority. Get a life!

I support and defend the people who had to call the police to no avail up 'til 3 AM. If their neighbors are anything like mine, then their neighbors are deliberately harrassing/hassling them via parking. This issue runs deeper than just being about parking violations!!! This is about quality of life and not allowing all the jerks to take over and get away with their inconsiderate ways. I tend to think the police must be getting this "lax" attitude from the top on down. It makes me wonder what's going on. I know other towns would not put up with this.

Well lets see what we can do about this problem. Has anyone here tried to get the stats on the number of tickets written? Why not? Is this just going to be another piss, moan and bitch thread like the rest of them? Maybe someone could look those up and compare them to similar communities in our area. That might give your complaint some basis in reality or prove you wrong. I saw Just Curious posting up above. Surely you could ferret out this info. You still have connections, right? Just don't be all buddy buddy to the cops there and then come here and trash talk about them. That would not be nice. But as I posted above. There are a lot of people with tickets in court each week. Elves in the night or what?

I have had it with the parking violations. If this seem petty to my beloved Bloomfield cops, then we have problems. I, like many others, are foolish enough to think that laws should be enforced. But they are not. Walk along Franklin Street, Berkeley Avenue and Parkway West and you will find illegally parked cars all the time. There are cars with 'FOR SALE' signs which is a clear violatio of our town's zoning code. There are trucks parked on the street that exceed the 5,000 ton limit. What do cops do about this? NOTHING! I was told that we have to photograph the offending parties and call the code enforcer. How many code enforcers do we have? ONE for the entire town! Why are our beloved Bloomfield cops not enforcing the law???? BECAUSE THEY DON'T CARE ABOUT OUR PETTY CONCERNS.
